Try a Mr. Clean Magic Eraser. Just dip it in the pool water and wipe it down. You don't need any chemicals at all. Try a powerwasher with just plain water. i do it every year, and the results are amazing. and any concrete surrounding the pool.

To clean a concrete pool..You want to use muratic acid, a push broom with hard brissles. Next, after scrubbing it...you want to rent(unless you own one) a power washer and use a #2 tip to power wash the entire pool. Test a small area with your #2 tip because sometimes it may be a bit strong and will chip the paint. Of course, you may end up wanting to repaint the pool anyway. I recommend a chlorinated rubberized paint.

If you can't see the bottom, dump a bunch of liquid chlorine into the pool and run the filter 24-7 till the water clears up. Make sure the PH is 7.0-7.2 range. Keep adding chlorine daily.

If you can see the bottom: Buy a vacuum hose and a vacuum head that attaches to a pole (and a pole that reaches across the bottom of the pool if you don't have these). The first cleaning in the spring, connect the vauum hose to the skimmer and set the filter to "waste". Then vacuum just as you would your carpet in your house.

Subsequently you can leave the filter set to "filter" mode when you vacuum.

If you have a diverter valve turn off the bottom drain. This will provide greater suction at the skimmer and an easier time vacuuming.

I prefer to use Biodex 300, then seal with a silicone tile/grout sealer like "TPS" If the stains and buildup are thick you will need a professional.
