first of all you need an image editor like photo shop, but it costs money, so a good choice would be Paint.net or GIMP2, then choose file>save as and change the extension to Jpeg, it will prompt you to change the quality, and if your GIF is layered then you are forced to flatten your image

So .GIF are used for animated images, and images with only a few colors. .GIF makes sharp, crisp images. .GIF images are used in web design. On the other hand .JPEG seem to blur the pixels together.
