If you have the number of the color, you can enter into Google and it should return the paint color name. If that doesn't work, and you know the manufacturer of the paint, you can call that manufacturer or one of their paint stores and they should still have the information. If they don't have that information, ask the person you are talking to, nicely, who that person knows in the area who has been in the business for the longest time, call that person and they probably will recognize the number pattern and will be able to tell you the color or how to find out the color.
If you don't know the color number or the name, you're probably out of luck, but if you know that it is a stock color from a certain manufacturer and wasn't originally a custom color match, they may be able to match it to a color chip in their older books.
