have you tried using a garden hose, and then strating a siphon with it? Sort of like siphoning gas.
If you are not talking about a lot of water, than you could use a big shop vac and empty it as needed. Check for a paper filter in the vac before starting, if it is like most shop vac you will need to remove this filter before using it with water. also, make sure it is a wet/dry vac.
I use a garden hose or my vac hose, , but it will not drain it completely. There is not enough water pressure once the majority of the water is out. I secure a heavy wrench on the end to keep it underwater. Then I take a small fish pond pump to drain the rest. Of course, if you plan to replace the liner, just cut a small slit in the bottom. It could be sucking in air because the water level is too low and air is getting in the skimmer. Add water, unless you are draining the pool, in which case, turn off the skimmer if possible.
This is the Coriolis Effect, though it does not apply to processes as small as water draining in a sink, for example.

You should first check for any obstructions in water vents located in the center or back of the pan (where you water not draining). If you have a coffee straw, try poking in those vent holes to clear any unseen obstruction. Next, if you have a sink next to the dishwasher check that it's draining too, sometimes it is the reason as they are often connected. Turning on the water and garbage disposal can often clear the obstruction. If all else fails, pour a little Draino in the pan and wait.
