You can make a free webpage simply using Microsoft office word. Just design the page using the "Web Layout", (View\Web Layout In Office 2003) before saving the document as a webpage (In The Save As Menu).
You can save it as a 'htm'/'HTML' file which gets its pictures from a directory/folder it creates. You can also save it as an 'mht' file. This is a single file webpage that stores all of its data inside the file. Beware however, as this file type doesn't work with some Web Browsers.
You can also download Kompozer or Pagebreeze, both are free HTML editors and both support visual and HTML source editing.
