yes,an electron is a univerrsal constituent of atom because an atom is mainly consist of neutron, proton and electron. proton and electron are in the nucleus where as electrons are around nucleus.

If by universal you mean fundamental (no particle smaller), then it would be the electron. Please note, however, that the electron is not the only fundamental particle.

The electron is part of the family of particles called "Leptons", of which there are six not counting their antimatter counterparts.

Protons are made up of the family of particles called "Quarks". There are six quarks total, not counting their antimatter counterparts. Any particles made up of quarks are called Hadrons, if there are three quarks, or Mesons, if it is a quark-antiquark pair.

There is another family called Gauge Bosons, the fundamental force carriers. These mediate the four fundamental forces and are also fundamental particles.

Each family of particles has defining characteristics that can be found with additional research.
