There was no official declaration of war for the American Civil War; and even if there were, Lincoln had no power to do it. Only Congress has the power to declare war.
The Civil War officially started on April 12, 1861, when Confederate troops besieged and bombarded Fort Sumter, a Union-held fort in the harbor of Charleston, South Carolina. The Union troops were overwhelmed and surrendered after a couple days.
Lincoln did not declare war not did he ask Congress to declare war. He did command federal troops to protect government property when they were fired upon.
