Napoleon did wage economic warfare against Britain by the Continental Blockade, which
forbade to all European country to trade with Great Britain.
Also goods of British origin, carried by neutral vessels were not allowed to be disembarked into European ports and even enter the territorial waters of European countries.
Napoleon tried to prevent economic growth by closing all the ports of the continental system. However, the policy didn't really work and caused more war and conflict to occur from the outrage of shutting down the ports.
Napoleon created the "Continental System" which was an economic embargo of the United Kingdom that all French-occupied territories and allies of France were required to maintain. In 1807, every country in northern Europe and many in southern Europe, was such a country and, accordingly Britain was punished quite strongly. However, many of the members of the coalition system were more dependent on trade with the United Kingdom than the UK was dependent on trade with them. By 1810, Russia broke ranks with the Continental System countries because it needed British-made goods. The defection by Russia effectively overturned the the Continental System.
