He bought it because we needed the Mississippi river for trade and when Spain owned the land they let us use it. But once France owned it we were afraid of losing our access to the river. So we bought it for $15 million since France was going off to war and needed the money.

He was interested in it because it would over double the size of what was the U.S. back then. Also because it would expand their land to learn about new land and make friends with the Indians and learn from them, which would expand their knowlege about the land, people, culture, etc.

The US very much needed access to the Mississippi and the port of New Orleans. The deal that Napoleon offered appeared to be the best offer available and might be withdrawn if he waited to a constitutional amendment to be proposed and ratified.

The US needed to have unrestricted access to the Mississippi in order to transport western goods to and from a port in the Gulf of Mexico. To his surprise, his negotiators were offered the area known as the Louisiana Purchase - all of the French land drained by the Mississippi River. The price was right so he took it, even though he had doubts that Congress had the power to make such purchases.
