Before that point the USA provided goods to the UK after amendments to the American Neutrality Act in November 1939. In September 1940 the USA agreed to trade American Destroyers for British bases in the "Destroyers for Bases" agreement.
In September 27 1940, Germany, Japan and Italy signed the Tripartite Pact
The USA then instituted the Lend-Lease Act of 11 March 1941, which allowed them to provide huge amounts of war materials to the UK, Russia, France and China.
The USA also created the Pan-American Security Zone from the USA to roughly half of the Atlantic Ocean within which the US Navy protected British ships. On 18 April 1941, Roosevelt extended the Pan-American Security Zone to longitude 26 degrees west, 2,300 miles east of New York and just fifty miles short of Iceland, a major convoy staging area. From that point on the USA and Germany was engaged in almost constant naval warfare in the Atlantic, despite the USA being officially neutral.
On December 7th 1941 Japan launched a wide-scale attack on the holdings of the UK, Holland and USA in the far east (including the infamous attack on Pearl Harbour), which prompted the Allies (including the USA, UK, Australia and China) to formally declare war on Japan. Germany responded by declaring war on the USA.
