It is seriously doubtful that he did. Shakespeare was not a political reformer or even a moral reformer. He had no desire to change anything, except perhaps his social status. His works do not carry a controversial political or social message. However, his portrayal of the characters and motivations of people in all kinds of situations is so true to life, that the reformers can find expression for what they are trying to say in Shakespeare's words sometimes. For instance, Shakespeare did not want to end racism, but his portrayal of the thoughts and feelings of a victim of racism are so accurate that they can be used to show what racism does to people.
