There was already a form of feudalism in England before the Norman Conquest as there was in France.

Saxon society had a heirarchy of warrior Thanes and an underclass of thralles with a class called Churles in the middle, who were sharecroppers on the Thanes land.

After the Norman Conquest of England William simply replaced the ruling class with his own aristocracy. The Saxon Thanes that pledged loyalty to him could rent land from their new rulers, effectively becoming a higher class of Churl, the thralls became serfs under their new Lords. As the system developed the Normans allowed men to pledge themselves for military service instead of paying tax in the form of labour to their Lord. These freemen formed the backbone of the English army in times of war.

Feudalism developed in Europe long before William the Conqueror. It started developing during the final days of the Roman Empire.

William made a major change in England. In Europe one group reported to the next higher group, but was not involved in the group above that one. William changed Feudalism in England. The King was everyone's overlord. Thus, while a Lord of the Manor might report to a Duke, the Lord of the Manor was also under the King and the King outranked the Duke. If there was a disagreement between the Duke and the King, the Lord of the Manor was expected to side with the King.
