After WWII Turkey wasn't finically stable. The United States made the Truman Doctrine that said the United States would support Turkey and Greece finically and protect them(with military), Congress allowed $400million dollars to be used. They were surrounded by countries that were a part of the Soviet Union. The USA didn't want them to join the communist party, which is why the US supported them.
