The dalai Lama is the reincarnation of the dalai lama before him. When one dalai lama dies they bieleve a new one is born. They send a specific type of people to diffrent house holds in Tibet and test young children. There they do many tests on the child. If the child acts a certain way or says a certain thing they are to be considered the new dalai lama. However, now that China has taken over tibet, after the next dalai lama dies they will have a hard time finding a new one.

The Dalai Lama is said to be the reincarnation of Masters of Buddhism who have been exempted from the circle of life and death. He was chosen as all Dalai Lama's are chosen, by his predecessor. The 13th Dalai Lama, a few days before his death, gave the chosen monks the place of birth of the next Dalai Lama. When Tenzin Gyatso was found, a rinpoche or high monk approached him. The Rinpoche was wearing a rosary that had belonged to the 13th Dalai Lama, and the little boy of the house recognised it and demanded that it be given to him. A series of tests such as picking out the former Dalai Lama's robes and belongings out of others confirmed that Tenzin Gyatso was the 14th Dalai Lama. The first Dalai Lama was Gendun Drubpa (1391 - 1474). He was the son of nomadic tribes people. He became a monk. As he grew older he was widely acknowledged as a scholar and a saint. He was eventually recognized as the reincarnation of Chenresig the Bodhisattva of Compassion. Legend has it that Lhamo La-tso (a guardian of the sacred lake) promised him that the line of Dalai Lamas would represent the Bodhisattva.

The first Dalai Lama (and the second one) received the title "Dalai Lama" after their death. The first one to actually carry the title Dalai Lama was the third incarnation Sönam Gyatso. He was offered the title by the Mongolian king Altan Khan.

HH the 14th Dalai Lama (Tenzin Gyatso) is a reincarnation of the Dalai Lama before him. It is believed that when a Dalai Lama or Panchen Lama dies, they can be born again as whoever they please. The High Lamas of the Gelugpa tradition of Tibetan Buddhism will search for the new Dalai Lama when the current one passes away.

HH the Dalai Lama comes from the Tibetan tradition of Buddhism, the system for recognising reincarnates includes asking a child to identify objects they have used in their previous life. Details of the future rebirth may also be contained in information left by the previous Dalai Lama who may have some clarity about when and where he is going to be reborn. Consider also that the interval between death and rebirth may not correspond to a precise number of days. Given that the solar day is not so important in the state between life, death and rebirth.

I think it's fair to say he was born into it. It may also be accurate to say he was consciously reborn as one of the Buddas over the world!
