They walked.
Like all of civilization, they originated in Africa. While the oceans were frozen, there was a path between Europe and North America clear of ice. It is through this path that they walked for generation upon generation. The tribes or nations were formed by groups of people deciding to settle while the others continued on. The tribes in New York simply continued their travels until they had reached that spot, and decided to settle there.
