Initially they called out the landowners - mainly small farmers, who were obliged to turn out to defend their land. After the Punic Wars, the farmers were so depleted and the territory so expanded that they had to recruit the un-propertied class. This caused problems - after a war the soldiers would take their share of the loot and return to their farms. The un-propertied had nowhere to return to and relied on their general to get the Senate to allocate them land. This gave the general a power base of supporters, which led to the civil wars between them.
