In the 2004 film adaptation of the Lloyd Webber's musical, they crash the chandelier at a completely different point and situation, in which the Phantom was likely angry at every single one at the Opera house and because he's insane he didn't care if even innocent people died. It didn't seem like he had intended to crash the chandelier all along in that movie but only after Christine took his mask off. So perhaps it was also a desperate effort to make sure they'd escape, by causing chaos.
if you are talking about the musical, then it falls quite quickly, but in a swinging motion so that when it is lifted back up it swings above the audience.
I saw the musical in may and I thought the chandelier was great.
