The British Parliament passed the Townshend Acts in 1767, authorizing the collection of taxes in the colonies on glass, lead, paint, paper, and tea. Colonists reacted to the Townshend Acts by boycotting goods, refusing to provide living quarters for British troops, and signing non-importation pacts in which they agreed not to buy or import British goods. They also resorted to mob violence against those sympathizing with the government or attempting to carry out the Acts.

Initially the colonists were confused about what to do about the Townshend Acts. However, a lawyer, John Dickinson published a pamphlet known as "Letters From A Pennsylvania Farmer" which was widely read and helped spark rebellion against the acts.
