So from no fault of theirs personally, Americans striving to be self-reliant were not able to. When the New Deal was enacted, it gave instant relief to the needy and the elderly, and put people to work. Because it seemed to work so well at the time, more and more Americans began to place thier trust in the government. Also FDR presented what he called the Economic Bill of Rights (or the Second Bill of Rights), where he stated that Americans were entitled to jobs, liveable wages, healthcare, economic security in old age, education, a decent home etc. Before the New Deal and FDR, Americans had not considered it the governments job to provide them with these things, and as we see more and more Americans do feel that they are entitled to these things.
