George Washington signed the Jay Treaty to prevent a war with Great Britain, but the Treaty limited France's ability to trade in US ports. The French were angry, so they began stopping US ships on water so they couldn't get to port.

The XYZ Affair was a political and diplomatic crisis in 1797-1798 between the United States and France. An American delegation sent to Paris to resolve shipping and maritime issues was told by the French foreign minister they needed to pay a bribe in order to favorably negotiate the issues, and the Americans left, outraged. Upon returning to the US, they told the newspapers why the negotiations failed, and news of the demanded bribes outraged American public opinion against the French.
