Tyrants were usually appointed in reek cities to resolve problems amongst the aristocracy fighting over power. They were welcomed as a mean of bringing and end to power struggles, bloodshed and disruption, and establishing stable government. The aristocracies did not welcome this as it took away their self-entitlement and generally ruled for the greater good rather than vested interests.
However there would come a time when the bad days would be forgotten by the people, and the aristocracy would seize an opportunity to kill or expel the tyrant and regain power.
Hippias was a harsh ruler and he had spies that would report if they criticized him. As rule became more and more unbearable, he was finally forced to leave power.
