Since city-states started to get richer other regions started to invade them and they wanted a leader to fight and protect them. At first it was just during battle, but they eventually took control over the cities full-time and took over some of the priests jobs like maintaining the canals, managing surplus grains, and acted like judges. In time they became kings which is the highest ranking leader of a group of people. The area they ruled was called a kingdom. Sumer was a kingdom under one king in 2375 B.C.
