Getting the money back from a contractor that did not do the job will probably be a challenge in many cases. You can ask for the money back. If they wont give you the money back, you may have to file a civil suit in the courts.
In most states and municipalities there exists small claims court. Check with this court to determine if it accepts suits large enough to cover your claim. If so, it usually does not cost much to enter a suit and if you win the contractor will have to re-imburse for costs. If the contractor has been sued before, putting him on a questionable list, this is one up for you. Be prepared. Hopefully you had a written contract with necessary agreements in place. Take pictures of the work you are dis-satisfied with or is not up to contractual agreement. If the money in question is such as to be too much for small claims, you can represent yourself but it cost more to sue in higher courts. Should this option arise be very sure you have a good case. Again the contractors reputation is a telling item. If you lose in higher court you have to pay court fees. If small claims is suitable and you win, you will get a judgment of damages. If the contractor does not pay you then have power to lien a job he has otherwise contracted, shutting it down until he pays. Hope this helps.

No. You can't claim poor workmanship on any kind of insurance, even the contractor's liability insurance. Poor workmanship is remedied by having the contractor come back out and re-do what was messed up in the first place. A contractors work product is specifically excluded from insurance if you read the exclusions.

Unfortunately, money that has been paid for poor workmanship is probably gone forever. However, if a roof leaks, or the dishwasher doesn't work, or the installed product does not perform as it should, I would definitely seek recourse. But unless the contractor has a sterling reputation that they want to maintain, and some assets, I wouldn't hold out too much hope.
