Without extraordinary measures, they are not deleted. Windows removed the index for a file, not the file itself. The data remains on the hard drive.
To some extent, this is true in most other operating systems as well.
You can get special programs which not only delete files but overwrite them with nonsense data. In some cases, they will even do this multiple times, making it next to impossible for even the most sophisticated tools to recover the deleted file.
No chance !... Once a file is deleted, the memory previously used by that file is marked as 'free' space. As you say, you've '...used it since the files were deleted...' - I can almost guarantee the deleted files will not be recoverable !
"Permanent" means "not capable of being reversed or returned to the original condition." In other words, if they are truly "permanently" deleted, you cannot get them back.

You can check your recycle bin if deleted files are still there but if your files are permanently deleted then you should go for a recovery service. I have tried Stellar data recovery service to get my important files. You can go for it too.

There is no solution to recovering of permanant deleted files without software.
It will usually delete files that have been sent to the trash rather than actually deleted.
If you want the deleted files back from Windows hard drives, firstly you can check the Recycle Bin to see if the deleted files are stored there. If you have emptied the Recyel Bin, then you will need some data recovery tools to help you recover the deleted files from hard disks.
