In the United States marriage is a legal status. A couple who wants to get married must get a marriage license from the local government authority and clergy are among the many officials, both religious and civic, who are allowed to perform the ceremony. A marriage can only be dissolved through a court decree. That rule is the same for believers and non-believers.
So the answer is that atheists get divorced the exact same way religious people do.
