They will nest close to a house..... and don't mind your sitting and watching them even opening the house to view the eggs.... but don't touch eggs and give them their space and they will be happy.
Like most birds if you walk up to it it will fly away. They will gladly build in nest in nest boxes that are close to a house or other structure. However, it is almost impossible to attract a bluebird to a house a the suburbs. Some to answer your question, they don't mind us as long as there's not too many of us around.
I have 4 birds in my house. If you get lucky, your bird will always stay with you and never want to leave you. My sisters bird will go to anyone, she just wants to get out of the cage. Some birds (like my blue and gold macaw) only like the owner or whoever is home most of the day and whoever takes her out of the cage the most.
Typically they are vicious animals who are just big bullies. They taunt other animals about their inability to fly and how they're on the top ring of the evolutionary ladder... Which isn't even true. Hence the term 'bird brain'. If you ever come across a wild bird, especially one with feathers or a beak, be sure to wave your thumbs and fingers in the air- they hate not having fingers.
birds are afraid of most humans so they would fly away
