There is a panel of employees who over the period of a year they will approach the artists they wish to line up, it is notoriously secretive and no one on the panel can say until the release date who they have decided to have in the line up, also they never use the same panel twice so it is different every year altho most panels tend to use the same line up bace and bring in some new acts
