there are several possibilities to obtain magic that are transmitted throughout the human culture and history.
1. you've got to find a shaman/prophet/master/someone-who's-already-using-magic
2. get the affection of the being by praising him,listening to them, beating them
or at least show your worthyness in a special way
3. learn the secret (to the common man)
there's also the chance you might learn magic throughout books or documents.
but most of them will tell you to find magical creatures and so far there's no prove that these are real.
you might also try to find a spritual/religious group which specializes in developing chi( or ki
).
if all of this doesn't work for you(or know more) try to find alternative ways to your way of living, because the way you must have lived by now surely doesn't grant you your wish.

A Pagan Perspective
As a practicing pagan/witch I can only tell you how it happened for me (and some of the members of my group). I started young, watching and learning from nature, my shaman, my family members, and eventually expanded my study to a personal library of over 500 books, and still growing (some very old, some hand written, and some very newly published). As my abilities increased I found others of like mind and shared knowledge and experiences. Once I started researching, creating, writing and performing my own rites, rituals and spells. I found a "calling" to start a Circle of my own. Not all practitioner become members or leaders of Circles/Covens but all of them retain a life long need to continue their "magical education".
I heard that you can become magic by doing this;
Write the following on a piece of paper;
your name = wizards x wands x magic x potions x spells = WIZARDS
After that, spray cold water on which ever finger you want magic to be the most powerful when coming out.
Now put some sort of a band on the hand that has the finger that you sprayed.
Then, get a bowl or a cup of boiling hot water, put a piece of your hair in it, then put the finger that you sprayed in the hot water and recite the following;
Dearest wizard ruler,
All I ask of you is to please allow me to become a wizard. Magic from my finger tips, spells and potions, and a little evil coming along the way.
If your finger doesn't leave a burn mark, you are 99.9 percent going to become a wizard.
Lastly, with the same pen you used to write on the paper, on the tip of the finger you sprayed, draw a small dot.
By midnight that night, if a breeze blows through your window, you will be magic.

You don't become magical. You all ready are. All you have to do is listen to your inner self, listen to nature, and open yourself up to life. Put down the computer games, turn off the TV, and go out side quietly finding a place that seems special to you. Sit and listen. Open your heart and you will find magic.
