1. If this is a drum braked solution, then first make sure that the shoes have been cleaned centred and that the auto -adjuster has taken them as far as they need to be adjusted.
2. Under the car, below the handbrake, where the handbrake cable comes to a half-moon shaped balancing plate, you will find a knurled adjuster. Adjust that until the front half of the cable is tight again, but also such that the wheels do not prematurely bind. It is a compromise between handbrake pull-height and binding. If there is a choice - make sure the wheels do not bind.
If this is a disc braked rear solution, remove the rear plug on the backing plate of the rear disks, and back off the shoes (yes shoes!) until there is no binding, then back forward until fully locked, then click back up to 3 clicks to release the disc. Put back the plug, repeat for the other side. Make sure they are equally close to the point of binding, but not actually binding. If you havent done this before repeat it until you are really satisified. Then undertake step (2) above.

Hand brakes are attached to the rear brakes in most vehicles. Start with making sure the rear brakes are in good working order and adjusted. Most vehicles will have a cable adjustment connected with the front cable that leads to the hand brake. Make this cable adjustment after the rear brakes have been inspected and adjusted.
If your hand brake doesn't work you may just need new brakes in the rear, but in some cases the hand brake cable may have stretched and need some adjustment. To adjust the hand brake cable tention you must remove the 1" by 1/2" cover located on the driver side right next the the handbreak. You will find a hex nut that controls the tention which has a socket size of 12mm. Turn nut to the right until desired tention on handle.
