The problem is that the handlebar clamp cover obscures the four clamp bolts but the clamp cover can't be removed without first popping off the little plastic cover on the fork lock keyhole, unscrewing the three Phillips head screws beneath it, then removing the headlight trim ring and headlight bucket, then unscrewing the two speed nuts that hold the top "spear" to the nacelle, thereby freeing the handlebar clamp cover.
