The best way to get a license in ANY state (except the states where tattooing is illegal still) is to apprenticeship at a local shop with a good reputation. If you think you can tattoo circles around the local competition, then offer to be a "guest artist" at there business. If you are pretty good at slinging ink, most shops will get the license for you, and offer you a residency in their shop. Should you choose to ever leave, the license can be taken with you, as long as it is in your name.
A tattoo artist in North Carolina once told me you have to go to a lot of classes--mostly covering infection control--then do 400 tattoos on pigskin. You then submit the 400 pieces of pigskin to the county health department, who decides from looking at them that you know how to tattoo.

You must pass a test regarding the state laws concerning tattooing. You must also proved pictures of healed work you have done.
