You can be an author if you truly want to, and you set your mind to it. First, you must love to write, or you have a pressing topic to inform people about. After you have written your piece of text, you would find a publisher. To do this, you could look online, or try to find someone local. To make all of this easier, you would hire an agent. With an agent, they know all of the best publishers, and what the publishing company would publish. They would also send in your story for you. If you send in a story that you would like to be published into a publishing company by yourself without an agent, it would sit in something called a 'slush pile'. Your work would sit in the 'slush pile' for about a year before anyone pays any attention to it. If you have an agent send it in for you, the company would read it right away. Lastly, be prepared to get a 'no'. Handle it maturely, and continue trying. If you feel the story just isn't good enough, try and rewrite it a few times. See what happens, and hopefully you'll get what you want.
To become an author, you don't need special schooling. You just need to understand the language and how to write using proper grammar and spelling. You need to understand how to tell a good story and how to make other people interested in it. All of these things can be learned by practice and by reading -- you don't need a college degree! Here are some good links to help you learn how to write.

The hardest part is finding someone that will publish your work the first time. After that point, it is a bit easier, though not a gaurentee. Starting with smaller markets, such as newspapers or magazines will improve your chances of getting published in a professional manner, as well as gaining experience. You can always self publish using the internet and/or any number of vanity press places that will publish for you, at a cost, of course.
