There is no way to break the boulders that don't have cracks. I've played through the game a few times and I don't recall coming to any place where you need to break one to get to an item or anything.
there is no such thing as rock break or if you mean rock smash it is not a hm. if you want to get rid of the huge rocks you need strength

If you're talking about the small, rugged rocks, then I don't think you can. The only rocks I know you CAN move/break are the huge boulders made for Strength.
Any Pokemon able to learn the HM strength can move boulders. To shatter rocks you need the HM Rock Break.
