I am Japanese, but have been living in NYC, and had to make a few myself.
The first one, I made by using some solid pine boards and 2X 2s for legs. I glued the two boards together, rounded the edges with an electric sander (I do not have a router), and screwed the legs on, adding a few reinforcements.
The cheapest/easiest way to achieve it, is to go get a coffee table at IKEA, and lop off the table legs so that the table surface is no more than a foot off the floor. You can also browse their cheap leftover refurbished/returned products section (if your IKEA branch has one), and pick out a table surface and the legs separately.
I picked a desk surface, and combined it with solid table legs (which you will have to cut - if you don't have the tools, most lumber/hardware stores will cut them for you) and wheels, but still maintaining the chabudai height. The legs were attached using L shaped metal brackets.
