If they are member clothes, then no, unless you find a hack. When you are not a member you can only wear non-member clothes. I don't know if there are any non-member clothes though. You can wear member clothes by a hack just download Penguin Storm or CP Trainer 2 It won't ban you I download it and it work you can do many things with it

No, you cannot buy clothes without being a member. It stinks doesn't it!!! But from time to time and on holidays and things you can get free clothings items that you must find around cp.
