The best value house is in anvil. The haunted huses costs 5 grand and onse you do the quest the house is unhaunted.

Yes, in any of the major cities, go into the castle and talk to the king/queen that is there. You have to be in pretty good standing with them, or else they won't offer it, but you can just keep asking them, so don't be afraid to try. Also, the houses are pretty expensive, the cheapest one you can get is in the city of Anvil, for 5,000 gold. But be warned, this house opens up a quest that you must beat before you can do anything more. It's not a terribly difficult quest, but there is a boss you must beat, and many ghosts/undead.
First, go to the count of the city you want to buy a house in, then make him like you (if needed) and talk to him about Buying a House. He should talk to you about it, and if you have the required amount of gold, you can buy the house. You can also furnish it at the local shop in town. This obviously costs gold. The cheapest house is the Imperial City Shack, while the most expensive is the Skingrad Mansion: Rosethorn Hall. (This costs at least fifty thousand Septims, while the Shack costs at least three thousand, this is with the furnishings added.) There is one house within each city, each at a different price.
Talk to the Countess of Chorrol in Castle Chorrol. She needs to like you above about 70 before she will trust you enough. A good way to do this is complete the quest "Canvas the Castle," which can be started by talking to her.
There is a house for sale in every town and the one with a secret door is in Anvil. You will hear rumours about a "haunted house" called Benirus Manor that Velwyn Benirus is trying to sell. You will find him at one of the inns in Anvil. It is 5000 gold and already fully furnished. However, there are no lights, candles and most of the furniture is dusty and broken. You sleep in it for the first time and are attacked by ghosts. downstairs, a jar has fallen off a cupboard and smashed revealing a hskeletal hand and a note. The note is by Benirus's ancestor who was trying to become a lich. Take the note and the hand.
By this time the original owner has run off to the imperial city where you can find him at the king and queen tavern. He admits he knew it was haunted and agrees to try and help you lift the curse on the house. When you get to the house with him, you are attacked by ghosts all through the house and in the cellar. In the cellar however, is a secret door which Velwyn opens and then runs off. Inside the secret room, there is a corpse missing one hand. If yu replace the hand you found in the jar, the body bursts into flames and the spirit of lorgren benirus in lich form rises up and tries to kill you. Kill him, take his staff and all the loot in the secret room. Upstairs all the broken furniture is mended and it looks warm and cosy. Done. Enjoy your new home (which has a secret room in the basement which you can open and close like a normal door.
You don't buy a store in Oblivion, you invest in it. If you are a master in Mercantile you can invest 500 gold in a shop to improve how much money it has.

Yes, you can get furniture for your house at the shops in the city your house is in. When you buy the house, the person that sold it to you should tell you where you can buy it. If you dont remember what they said just check your current quests in your journal.
