  1. Dial the International prefix 011.
  2. Dial the country code.
  3. Dial the city code.
  4. Dial the phone number.

In many cases, area codes in other countries are ordinarily quoted with a '0' at the front, such as 01 for Paris or 06 for Rome. In most cases, you drop that leading zero, as in 011-33-1-xx-xx-xx-xx for Paris. However, in a few cases such as Italy, you do dial the 0, as in 011-39-06-xx-xx-xx-xx for Rome. It can be quite confusing; however, if you see a number beginning with a plus sign, you should be able to substitute the '011' prefix for the plus sign and then dial the rest of the number. (For instance, +33 1 ... or +39 06 ...)

Some other countries - Canada and many (but not all) Caribbean islands - use area codes within the U.S. system, and so you dial those as 1 + area + number, although international rates will still apply.

Country code +1 is the United States (incl. PR, VI, GU, MP & AS), Canada, and 18 island countries and territories in or near the Caribbean. Anywhere within that zone, just dial "one-plus" as if you were in the US - although, of course, international rates will still apply.

From the rest of the world, dial the international access prefix used in the country you're calling from (e.g., 00, 0011, 8•10, 009, etc.), followed by the country code 1 and the US number.

I'm not quite sure what you are asking, so I'll answer both possible questions.

To call a non-US cell phone number while in the US:

Dial 011, then the country code, then the city code, and finally the phone number. Press Send.

To call a US cell phone number while outside the US:

Dial 011, then 1, then the ten-digit phone number. Press Send.

To place an international call from the United States, you need the telephone country code (for example, +82 for South Korea). You dial the international access prefix, which is 011 for direct-dialed or 01 for operator-assisted calls from the US, followed by the country code, followed by the area code and number. Note that in most cases you must drop the leading 0 from the domestic number in the other country; Italy is the most prominent exception to that rule. Then press the # key to tell the telephone switch that you have dialed all the digits.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)

What does it cost to call area code 961 from area code 217?

In North America (country code +1; USA, Canada, etc.), there is no area code 961. Area code 217 is in Illinois, including Champaign and Springfield. International country code +961 (dialed from the US as 011-961) is Lebanon, in the Middle East. The cost to call from Illinois to Lebanon depends on which long-distance company you use and what calling plan you subscribe to.

What is the telephone country code of United States Minor Outlying Islands?

The same as the it is for the US. When I lived on Guam, the area code was 671 and anywhere within the US or any of the islands if you wanted to call Guam you just had to dial 1-671-xxx-xxxx and if you wanted to call from Guam to anywhere in the US you just dial a 1 plus the 3 digit area code followed by the 7 digit phone number. If there was a differing country code to dial to call Guam or any other of the US minor outlying islands (which are all inhabited btw) than every time I wanted to call home to Washington from Guam, I would have had to dial a country code on top of the area code as opposed to just the area code.
