The only way to change a Windows Movie Maker project file (with the file name extension of MSWMM) is to Publish/Finish the video in the program first.
Publishing/Finishing the project exports video and audio properties, automatically converting them to a Standard Viewing Format (such as .wmv), which is an acceptable format for uploading onto Photobucket, YouTube, etc.
Download the program again. This time in the language you need.

I'm not exactly sure what you mean by 'moving photobucket pics'. If you mean GIF animations, then all you need to do is import them into Windows Movie Maker. Drag the animation down into the Time-line and extend it (drag it to the right). The animation only works after you drag it out on the time-line.
