Right under the airbrush/paintbrush is a drop down menu of tools.. pick 'Change to Target' you will need to make the brush as big as the eye [or smaller] pick a color on your toolbar. then click on the eye and color it in if it is way to dramatic lower the opacity. [at the top of the toolbars].

You can do these steps in most versions of PSP especially from version 8 and up. You can find several tutorials on how to change eye color.
1. What I recommend is that you duplicate your image so that you do not damage your original. Go to Window, Duplicate. Close your original image now. NOTE: if you do not see the layer pallet you need to turn it on by going to View, Pallets, and put a check next to Layers2. Look at your layer pallet and you may see a small thumbnail of your image and it is called "Background" Right click on it and choose "Convert to Raster Layer".
3. Now you need to duplicate this layer. Go to Layers, and choose Duplicate. You are duplicating because you want to make changes that will sit on top of your first layer. You will NOT make any changes to the first layer. Leave it alone.
4. On the PSP main toolbar choose the Selection Tool. Set the selection tool to be in the shape of an ellipse. NOTE: you can also do a freehand selection and try it that way. On the duplicated layer take your selection tool and while it is set it to ellipse and now using your mouse place the selection around the coloring of the eye. You may have to go to Edit, Undo a few times until you get it right. You may find the freehand easier.
5. Now go into the main menu and choose Selections, Invert so that it now has selected everything other than the eye color area. Go to Edit, CUT. Now you should be left with only the eye. Again, go to Selections, Invert, and now you will only have the eye, and it will be selected (dancing ants around it) NOTE: If you choose to set transparency down on the final color you may want to choose a new eye color or hue that is a tad more vivid than you normally would because the end product will have a transparency level setting change.
6. Now there are several ways to make these color changes. You can go to Adjust, Hue and Saturation to edit the "Hue" of the eye color. You can also make it Darker or Lighter by editing the layer properties. Another option is to choose your Flood Fill tool, and select the color you want to use, and flood fill it with a more vivid color.
7. Once you get the color to what you like you will want to make sure the edges are a bit smooth. The easiest way to do this you can expand your selection by going to Selections, Modify, Expand, and expand it by 1 or 2 px)
8. Now it is time to Smooth / Blur the color. Go to Adjust, Blur, Gaussian Blur, and set the setting anywhere from 2.00 to 4.00.
9. Go and deselect your selection so that you can have a better view. Selections, Select None. At this point you can see better without the dancing ants around the eye color.
10. On that layer you will see that the opacity is set to 100%. Use that slider to set the opacity down anywhere from 90 to 40% (to taste) 11. Once you like what you see you can go merge the layers and then export the image out so that you can use as you wanted to.
HOWEVER I suggest that you do not merge all the layers, then export. I suggest that you go to File, Export and export the image by choosing either optimizer for the formats of JPG, GIF, or PNG.
12. Now you can save the layered image in pspimageformat so that you can go back at a later date and edit the eye color again. I did place a relevant link for the video tutorial.
