Take a rag or toothbrush and dip it into white vinegar, dilluted with a bit of warm water and scrub! it may take a few tries but it really does work!
Salt is water soluble; it can be washed off easily. Don't let the boots remain wet for too long; leather will mildew if it remains wet.
