Gimp can open a .PSD file directly, and save it out as it's native format - the .XCF
Gimp can save images as PNG GIF and JPG, but it does not build html, in a way that photoshop would with 'slices'
One very good free alternative to Photoshop is Gimp. There is also Gimp Shop that is a Gimp that looks similar to Photoshop.

On a photo-editing software. You can use Photoshop, Corel Painter, Gimp, Photfiltre, Photoscape. But the best two are Photoshop and Corel Painter. However you have to pay for those, if your not willing you can use Gimp, Photofiltre, and Photoscape which are free. Gimp is the best among the free one. I personally have Photoshop and Gimp. It's a matter of personal opinion. Photoshop is probably used by more professional artists. On the other hand, the Gimp is free.
Probably, but not certainly, Photoshop. On the other hand, the Gimp is free, and is better at certain kinds of tasks. If you're trying to get a job as a graphic designer, then Photoshop, because it's an industry standard. If you're just doing it as a hobby, you might want to see if GIMP is "good enough" for you... chances are that it is.
They mostly do the same things- but in Photoshop many actions can be done in a separate layer ... the end results may be the same, but in Photoshop you can go back and change things to a deeper level than you can in GIMP.
