my 1998 Honda accord lx I4 has a governor at 138 mph. It is the same generation accord, and thus i would guess that yours is similar, (unless they changed the governor for the v6 which is doubtful)
The radio unlock code could not be working for a few different reasons. One reason could be because the radio could be out of date, the other could be because it is broke.
None of those numbers will help. You will need the Serial # off the radio to find the code. Any Honda dealer can tell you if you have that Serial #. Of course you will need to remove the radio to see it on the radio chassis.
