In the Pokedex or High Score screen, hold ''L'' on the control pad, and tap the ''L'' and ''R'' shoulder buttons AT THE SAME TIME - you will receive a prompt confirming whether you want to erase your saved data or not.
You really gotta TAP it, very sensitive, keep trying it works.

Sadly you can not. You can transfer Pokemon from red, blue, or yellow version up to crystal, but crystal, gold, and silver version are not compatible with ruby, Sapphire, or emerald and onwards. It is due to a new way of saving the data that makes up a Pokemon in the newer generations.
