On your second visit, things have heated up a bit, and the herder is out to catch the chupacabra. Use your Jeep to drive around the three spotted goats at Snaggletooth Rock (center star).
Once all three are in the grass circle, leave the vehicle and meet the goat herder, who has set up the large locked crate in the rocks. You don't succeed in catching the creature, but you get a tooth as evidence.
