You should have Springboard/Winter board if you have downloaded Cydia.
Step 1. Press the top button on your iOS Device for about 5 seconds.
Step 2. Slide the button to power it off.
Step 3. Spring/Winter board will be restarted, and you can use Cydia again.
You can also do it an easier way if you have SB Settings installed. However it may not work 100%.
Step 1. Access your SB Settings screen.
Step 2. Press the "Respring" button so that your iPod Touch manually resprings itself and comes back on.
(This is MUCH faster than restarting your iPod, but in some cases you may have to do it that way)
Step 3. Wait for it to load. Instead of waiting for about 5 minutes, you'll only have to wait 1. Cydia should be fixed, but if not then use the other method.
