This could be a couple of things:
1. The bulb is blown
2. the circuit board assembly is shorted out
Either way, start here:
Open the rear door (or doors) completely. Inside the door jamb, there are two screws the release the light casing. It is best to use a magnetic Phillips head screw driver as there is a space between the casing and the car, also the screws are short and small.
Once the 2 screws are out, the light casing should come right out with little pulling.
There is a plug that must be undone if you take it completely out.
Open the casing and replace the bulb. Put casing back together. (Put plug back in if removed).
Turn on car and check your brakes.
If that doesn't work, the circuit board assembly may be bad. If you have a multimeter, you can check it. If not, you can buy a new one. Not expensive. I just bought both left and right light casings with circuit board for $38 total at 1a auto dot com. I started to buy just the circuit board but thought, what if the casing gets broken one day. It was cheaper to buy them both at one time.
i have a 1992 F-150 all of my lights work but my rear passenger side brake lite and signal do not i have changed bulbs and checked all my fuses and wires what do i do?
If it is only one of the passenger side turn signals, it has either a shorted power lead or an open ground; check the ground first. If both front and rear turn signals are not working, check/replace blinker module.

More than likely you have a burnt out bulb at the front signal light, rear signal light, or brake light on the right side.

remove passenger side signal front light first then passenger headlight and horn should be right behind below the side passenger signal light!
Bad flasher.
If it's not the bulb or the ground wire, check the connections. If all else fails, it's the turn signal switch.
