It is not called "color mode" it is called a "shiny" pokemon, probably named that for the sparkles it makes when you send it into battle. You have a low 1/8192 chance of encountering a shiny arceus, unless you use an Action Replay DS of course.
No, like other legendary pokemon, arceus does not have an evolution. the closest that you can get to evolving arceus is by giving it plates which change its color.

the only Pokemon in any game that changes color when something happens, is Arceus. It changes color when you give it a plate of differrent kinds. For example: if you give an Arceus a toxic plate, it will turn purple and become a poison type. If you give an Arceus a splash plate, it will turn blue, and become a water type, etc.
