They randomly show up in blacksmith vendors at low levels, you can mine them at any level as long as you have a pickaxe or you can get a high smithing skill and then they will show up in a Blacksmith's vendor list. Note your smithing skill must be 80 and you must have taken the ebony smithing perk to forge ebony weapons and armor.

∙ 11y agoThe Ebony Claw is found at Korvanjund during the quest The Jagged Crown. It is found near two dead bodies of either Imperial Soldiers or Stormcloaks, depending which side you choose.
Note: Because of its jet-black coloration, it may be difficult to see on first glance.

∙ 11y agofor the daedric artifact you go to whitertun and ask an inn keeper for rumors she will say something about one of the jarls kids and it will trigger a quest do that and in the end you will get it and for the regular ebony blade you can craft it or search for it in most places like tombs and ruins or if you have downloaded hearthfire and got the falkreath plot of land walk a little west you'll find a sacrificing thing with skulls all over the floor and a dead skeleton by the skeleton you will find a regular ebony blade hope this helped.
