You can't. WiFi is the only way for iPod touch to get internet. However, there are ways around this. Starbucks and McDonalds both offer free wireless Internet in the building, but if you don't live near one, and don't have wireless in your home, you can get Internet tethering from another phone. However, you would have to be within 30 or so feet of the phone at all times, it's really expensive, and there is limited data. So, you're much better off finding a wireless Internet provider like AT&T or Time Warner ... or just stealing your neighbors wifi ;)
If you don't have wireless connection then I don't think you can get internet. You can get the wireless connection of your computer if you have one. It can get quite tricky sometimes.
