if you are talking about the base where you find team rocket the first time, then go to cleadon city. then, go in the game corner and go all the way in to where the people stand behind the counter and look to the right of them. there should be poster and a dude in black in that skinny section. don't worry about him right now. just talk to the poster and it will turn on a switch. the switch willactivate stairs where the guy in black stands guard. after he leaves, you can go down or up the stairs like him. be ready because in there is the hideout. PS. THAT ONE COPY CHEAT ON THE internet ABOUT TIME FLUTES, I DID THAT. IT WILL ONLY WORK ON HANDHELDS.
